Finding out weather conditions for past championship races

I am wondering if there are links to race course conditions, that are listed at USAcycling.com. For instance, I placed 3rd in a cat 5 State time trial in Arizona, in 2008. My time was 1 hour 2 minutes 51 seconds. It's hard to 'JUST GUESS', because there was a slight headwind in the first 13 miles(or so) and rough roads. Don't people report their efforts from sanctioned races online?

In iBike 3 use the Tools/Set Weather... command. Then, click the Weather History in Browser... button, then set the date and location you're looking for. You will get your old weather conditions.

Thanks. If I didn't have my Ibike with me for the race would I be able to to to do the tools-> set weather, command in Ibike 2 for windows?
