Question, should I periodically charge the PP during winter storage, if so, how often ?

I can offer my own experience with these devices - but I am sure John might have his own experience.
The new Velocomp Aero software - when connected to your PP will report your batteries level of charge. If it gets below 30% for example, I would charge it back to 90%.
I also refrain from fully charging the battery on my iPad, iPhone, and PowerBook.
The is a lithium battery inside the PP and they can degrade either by being fully discharged or always charged to 100% (the last few % are known to be stressful on the battery. The battery will lose charge gradually. by checking the level every week, you can determine how long you can go without recharging. I also would expect that every battery will discharge at a unique rate, but generally I have found on my PP that you can do a recharge every 3-4 weeks. (But I do have one PP that loses charge faster than the other.)

Tom is correct that you can use VA software to check power level.
My experience is that recharging every 3-4 weeks is sufficient. Batteries do degrade over time, but I'm still running my Newton, 9 years later, without problems (though it discharges a bit more rapidly).
