Abnormally High Heart Rate on the Downhill?

Hey everyone,
Two Questions:
1) I've done about 10 rides with my power dash and I'm noticing that on the downhills, my heart rate increases to something in the 220+ range for the duration of the downhill. Prior to the downhill, it's somewhere in the mid 100's, especially on this last ride yesterday. The mount seems to be solid, but I did notice a tiny bit of play in the top section where the booth mounts to the stem mount with 2 phillips screws. I'm thinking of putting locktite on them as them seem to constantly loosen up.
2) Also, when recording a ride and coming to a stop of some length of time, the dash seems to continually record throughout, as expected.
Are the numbers being averaged out over time or only when you're moving?
Is there a separate number in the ibike software that shows seat time?
Attached are the two parts to yesterday's ride. Any help would be greatly appreciated.
