Windows 7, Toshiba Satellite T115-S1100

I installed the Windows 7 driver and iBike 4 software on a new laptop, but when I try to download ride data I get a prompt that says the unit is not responding and needs to be connected to a com port in the 1-64 range. I tried plugging the USB adapter into each of the computer's 3 USB ports, and I get the same messae each time.

What is the problem, and how do I fix this?
