Adapter for Using Garmin Combo Mount on 25.4mm Handlebars

I recently received the Garmin combo mount for my Aeropod. I have 25.4mm handlebars so I installed it using an aluminum handlebar shim. No matter how tight I tighten the screw, when I go on a bumpy road the mount shifts downward.
I have tried roughening it up some but it looks horrible.
Can someone recommend an adapter to use so the mount will not shift?
The mount that came with my Garmin 1030 had a nice rubber shim but it is too big for the combo mount. Also, maybe it would flex too much for the Aeropod.
