I set up an additional profile for a second bike. The winds were a little gusty, but the road was smooth and flat. When I use the profile I seem to get a high wattage. The only thing I see possibly out of norm is a CRR 0f 00.0121. Is this high for 700x23 and total rider weight of 185.

Crr is not sensitive to your weight, but is very senstive to tire model, tire pressure, and road surface. That said, your Crr still seems high. What you will probably find is that your CdA is too low also.

You're right that the gusty wind conditions are the likely culprit. You will get better results if you can do the coastdowns in calm or gentle & uniform wind conditions.
